I don't know why it's not working for you but as soon as you turn the options on, it should be obvious when you see 240p as there won't be any horrible 480i. For WiiMednafen (PCE/TG16) turn the double-strike 240p option to on. For SNES9X GX set the 'video size' to 'original'.
